Phase III is the fastest path from SBIR award to recurring federal revenue. The authority exists in statute. The work is making it executable for NorthAI’s specific award history and product lines.

Activates when 70/30 boundary holds in delivery and authorization clears. Designs the Level 3 self-serve platform layer. Build vs. buy on infrastructure.

Trigger: 12+ months of stable Level 2 + FedRAMP 20x authorized.

NATO / AUKUS / Allied Liaison

Activates when US authorization is stable. International defense intelligence buyer mapping (UK DSTL, Australian DST, Canadian DRDC). Five Eyes parallels to OSI&A.

A note on the package

The roster above runs under the Fractional CAIO/CPO Package. It starts at $5,000 a month, includes the HARBOR methodology applied across roadmap, authorization path, SKU specification, and raise narrative, and has a three-month minimum. If scope expands, an Embedded Operator tier exists at $12-15K a month with optional equity sidecar. If you would prefer a fixed-scope artifact before committing to monthly cadence, the Harvest Sprint is $15K flat for 14 days and produces the first SKU spec as a standalone deliverable.
